This course covers the technical and management principles that are the basis of planning, implementing, and evaluating health programs for general populations undergoing a range of emergencies in developed and developing countries.

The University of Texas Rio Grande Valley is a public research university with multiple campuses in the Rio Grande Valley region of Texas. This course aims to provide students with knowledge and critical understanding of common public health problems in humanitarian emergencies. It aims to enable students to adopt an evidence-based and reasoned approach to the critical assessment and management of the problems and to develop and evaluate strategies for their prevention and control.

The course includes modules on assessment, emergency types, major health problems, available resources, and program management in the context of an emergency relief operations.

Course Objectives Upon completion of this course, include:

  1. Describe a complex humanitarian crisis in terms of magnitude, person, time and place.
  2. Calculate basic relief measures.
  3. Discuss and review public health programs and strategies responsive to the diverse cultural values and traditions of the community being served.
  4. Identify internal and external problems that may affect the delivery of essential public health services in an emergency.
  5. Identify the different technical areas in a public health response.

Course Outline:

  • Common public health problems: context and constraints to their management in emergencies
  • Rapid needs assessment, setting priorities, goals and objectives
  • Health information systems in emergencies
  • The primary health care approach to humanitarian emergencies
  • Common epidemic communicable diseases surveillance and control in emergencies
  • Managing specific disease outbreaks
  • Effect of disasters on food security
  • Risk factors for malnutrition in complex emergencies.
  • Methods of assessing food security and nutritional status in emergency situations.
  • Current approaches to the management of malnutrition and micronutrient deficiency disorders
  • Reproductive health for displaced populations
  • Gender-based violence
  • HIV/AIDS and sexually transmitted infections - approaches to prevention, control and management
  • Mental health
  • Health promotion & post-conflict health needs
  • Critical analysis of a specific public health problem in a current humanitarian emergency

Class : Health Humanitarian Emergencies

Dr. Fang is a Visiting Assistant Professor with the UTRGV School of Medicine. Dr. Fang is currently researching the role of NMDA receptor in the neurodevelopment and neuron functional regulation. Dr. Fang holds a M.D. from Florida State University School of Medicine. Dr. Fang has proven herself to be an excellent cell biologist through multiple publications in peer-reviewed scientific journals and presentations at top international conferences.
